Money and workers needed to support world's health needs

Save the Children is lobbying international donors for long term support to provide free health care for African nations.  The organization disagrees with fee-recovery systems, saying that at least half of those monies are spent on the administration (of such schemes?). 

Additionally, over 60% of countries that WHO has determined has a shortage of healthcare workers (total: 57) are in sub-Saharan Africa, and they state that "More than 4 million more doctors, nurses, midwives and health workers are urgently needed to ease worldwide shortages."
